If the teacher feels that he/she needs to be paid a fee for the arangetram, why don't they state that upfront to the parents? Why take a cut/kickback from the musicians? If the fee is reasonable and valid, I am sure the parent will pay.

Also, allow us to negotiate directly with the troupe and give us a choice of troupes. Let the market decide what they are willing to pay for live music.
