Context for this KKB composition please!

Hi everyone,

I heard this beautiful padam in Vyjayantimala's 2nd dance CD. It is 'Ipadiyallo vandu chikavenum' in Atana, by composer Kavi Kunjara Bharathi (second song, for those who have the CD). I know what it means literally, but I cannot understand the context.
Has anyone heard/learnt/done it? If yes, could you please explain who says this, to whom and why?
